A status under section 17 of the Immigration Act 2000 (Act 573) granting a person of African descent in the diaspora the right to enter Ghana without a visa and to live and work here indefinitely.
It is not citizenship. It is closer to permanent residence, granted on the basis of ancestry rather than accumulated years of paperwork. It does not carry a Ghanaian passport or the vote.
What it removes is the entire permit cycle: no residence permit to renew every twelve months, no work permit, no visa.
Ghana has been the most active African state in this area, from PANAFEST and the Joseph Project through the Year of Return in 2019 and the Beyond the Return programme that followed.
Applications go to the Ministry of the Interior. Documentary genealogy where a family has it, and commercial DNA ancestry results, have both been used as evidence of descent.
